At Picard Forensic and Neuropsychology Services, we offer a wide range of psychological evaluations, including psychosexual evaluations, competency to stand trial, mental status at the time of the offense, sexually dangerous persons evaluations, diminished capacity evaluations, mitigation evaluations, and general risk assessment. We also offer neuropsychological evaluations to help answer legal questions (such as criminal responsibility, competency or capacity, and intent) in Virginia and North Carolina.

A forensic evaluation is an assessment completed at the request of the court or an attorney. Frequently, these assessments aim to determine an individual's competency to stand trial, criminal responsibility, or risk for committing future offenses. Attorneys may also seek an evaluation to identify potentially mitigating factors for his or her client to present at sentencing.
We see clients throughout Virginia and North Carolina. Virtual evaluations are also available for patients in New York.
A neuropsychological evaluation is an assessment of an individual's cognitive functioning. The assessment often includes many pencil-paper tasks that examine a variety of brain functions including learning, memory, visuospatial ability, intellectual functioning, and language. Attorneys and/or the court may request a neuropsychological evaluation when there are concerns about an individual's ability to participate in legal proceedings, perhaps due to a dementia, head injury, stroke, intellectual disorder, or neurological disorder (such as epilepsy). Attorneys may also request a neuropsychological evaluation as part of a mitigation assessment or to determine if an individual had the specific intent to commit a crime.
Our fees vary depending on the type of evaluation. Insurance does not cover court ordered evaluations. Please contact us for more information.
Regarding face to face time: A forensic evaluation typically lasts two to three hours and a neuropsychological evaluation may last three to six hours. Outside of these timeframes, additional time is spent reviewing records, speaking to collaterals, scoring tests, and report writing.
Most forensic evaluations can be completed virtually. Neuropsychological assessments often require in person testing due to the nature of the tasks. To reduce burden, the interview portion is often completed virtually, and the testing portion is completed in person. Dr. Picard often travels to attorney offices, jails, and prisons to complete testing.
In addition to assessment, we offer consultation for attorneys on trial strategy, second opinions, and to review other expert's reports. We also conduct trainings and seminars for attorneys, psychologists, and students.
